Finances
The current regular funding agencies of the IATRC are USDA/ERS, USDA/FAS, and AAFC. Other institutions and organizations have funded specific activities of the IATRC. Administrative services are provided by the IMPACT Center at Washington State University.
The use of discretionary funds shall be determined by the Executive Committee and used to fund the following type of activities: (1) to cover reasonable honoraria and travel expenses of speakers at General Meetings, Public Symposia, and other speakers as determined by the Executive Committee; (2) preparation of Commissioned Papers and Trade Issues Papers and the use of Agricultural Trade Policy Consultative Service; (3) the reasonable travel expenses of Executive Committee members and the senior official of the Secretariat institution who are unable to meet these from other sources; and (4) the publication, distribution and mailing expenses of the Consortium, including the publication of meeting abstracts, newsletters, Working Papers, and conference proceedings that cannot be financed from sources outside the Consortium funds.
From 1996 the IATRC is able to use certain funds provided by the Center for International Food and Agricultural Policy (CIFAP) at the University of Minnesota. This funding (currently $2,000 every other year) continues the cooperation between IATRC and CIFAP originally established in relation to the prize for distinguished work in trade policy. The purpose is to facilitate the participation of outstanding speakers and encourage the preparation of original papers at IATRC meetings. The Executive Committee may select the recipient and may authorize the payment to individuals who are not members of the IATRC of honoraria to encourage preparation of original papers for theme days and public symposia, and honoraria to outstanding speakers for invited addresses at general meetings. The Executive Committee ensures that the origin of these funds be recognized in the program as the Minnesota Distinguished Trade Policy Presentation.
The Executive Committee is responsible for preparing an annual budget and a financial statement to be presented at the annual Business Meeting of the Consortium. |
